Ukrainian Parliament compicates the adoption procedure
Ukrainian Parliament has pass amendments to the Family Code of Ukraine regarding the adoption procedure.
Now more detailed is defined who can't adopt from Ukraine. But there is nothing principally new in this amendment.
The only one editional paragraph will deifinetly complicate the adoption procedure for foreign families. Soon SDA will request from the Ministry of Internal Affairs of Ukraine to check whether there is discreditable information about prospective parents. Then Ukrainian Ministry of Internal Affairs will request such information from Interpol and law machinery of prospective parents' counrty. This may cause additional waiting period or even new bribes.

New reception hours in the SDA
Ukrainian Ministry on family and youth affairs has approved new reception hours for submitting dossiers for Ukrainians living abroad and for foreigners desiring to adopt a child from Ukraine.
The new time table is following:
Monday 9.00 – 11.00
Children under 6 years old
Tuesday 9.00 – 11.00
Children from 6 to 8 y.o.
Wednesday 9.00 – 11.00
Children from 9 to 11 y.o.
Thursday 9.00 – 11.00
Children that are 12 y.o. and older
Top-priority in reception have the dossiers of the following persons:
- who desires to adopt a child that are suffering the illness mentioned in special list of Ministry of Health;
- relatives of the child;
- citizens of Ukraine
- who desire to adopt a sibling of previously adopted child.
The new time table is following:

Redesign of my book
I am glad to inform that my book "How to adopt from Ukraine successfully" is now available as paperbook on lulu.com. Also I have changed the cover of the book. Now it looks more brightly and positively.

Ukrainians living abroad are equated with foreiners
Minmolodsport has amended its order No.313. "The procedure of accepting the documents of foreigners wishing to adopt a child". The name of this act was changed into the followoing: "On the procedure and terms of reception of Ukrainian citizens living abroad and foreigners desiring adopt a child in Ukraine in order to file their dossiers".
In result of several changes the adoption procedure for Ukrainians living abroad is now the same as for foreiners.
It is very controvercial and stupied desicion because Ukrainians have more rights in adoption procedure under the Family Code of Ukraine.
For example, SDA do not have information about children younger than 1 year old. Hence, Ukrainians living abroad are not able to adopt healthy children under 1 y.o.

Bad news for adopters at the age of 48 and older
Ukrainian Constitutional Court made a decision in case regarding age difference between an adopter and an adopted child.
On February 3, 2009 Ukrainian Constitutional Court adopted a court desicion in case on application of Ombudsman of Ukrainian Parliament concerning compliance with Ukrainian Constitution (constitutionality) of part 2 of article 211 of the Family Code of Ukraine (case on age difference between an adopter and an adopted child).
Constitutional Court declared constitutional the rule defining that the adopter can't be older than the adopted child more than 45 years.
It was a good endeavor of certain politicals to cancel this age limit in adoption.
Unfortunately this rule remains without any change. The only solution for such families is adopting a child by younger spouse.
